At Pinar Care, we operate as a dedicated specialist provider of high-quality care and support services for young people, adults, and older persons with learning disabilities, autism, and complex needs. Our mission is built on the belief that every individual deserves choice, control, dignity, and the opportunity to live a meaningful, secure life.
Who We Are
Operating from corporate headquarters in Prestwich, Manchester, and led by founder and director Lazer Rubin alongside an experienced executive team (including Louise Grant and Laura Fehilly), our organisation brings together professional care practitioners, clinical specialists, and support staff. We design safe, structured environments aligned with Care Quality Commission (CQC) and Ofsted regulatory frameworks.
What We Do
We deliver an integrated suite of specialist residential and community support solutions:
- Residential Care Services: Providing full-time, structured environments for children, young people, and adults with learning disabilities, autism, and high-support needs.
- Supported & Independent Living: Offering tailored pathways for adults and young people transitioning into adulthood to develop greater personal independence.
- Children & Young People's Services: Supporting children with complex needs, trauma backgrounds, or placement instability, including those in care.
- Crisis, Step-Down & Transition Services: Facilitating safe, structured support for individuals experiencing crisis or moving down from higher-dependency or secure settings.
- Older Persons Care: Delivering safe, high-quality residential care home environments designed to support elderly adults with dignity and comfort.
Our Approach & Values
- Positive Behaviour Support (PBS): Implementing proactive strategies focused on understanding the reasons behind behaviours of concern and promoting positive engagement.
- Trauma-Informed & Sensory Practice: Creating stable, therapeutic, and sensory-informed environments that accommodate diverse processing needs.
- Least Restrictive Practice: Prioritising individual autonomy, human rights, and adherence to the Mental Capacity Act (MCA) and Deprivation of Liberty Safeguards (DoLS).
