Birmingham Children’s Trust

Birmingham Children’s Trust (BCT) is an independent, public-sector organisation responsible for delivering children’s social care services across Birmingham, UK. The Trust focuses on improving outcomes for the city’s most vulnerable children, young people, and families by providing a specialised and focused social care delivery model that is independent of, yet closely partnered with, Birmingham City Council.

Who We Are

Birmingham Children’s Trust operates as the largest children’s services trust in the UK, functioning across the entire Birmingham metropolitan area.

Launched in 2018 following a restructuring of local children's services, the Trust is headquartered at One Avenue Road, Aston. Its model is built on "improving the quality of practice" through a dedicated focus on social work standards and caseload management. They are recognised for their "Trust-wide" approach to safeguarding, moving away from traditional local government bureaucracy to create a more agile, practitioner-led environment.

They pride themselves on their co-production values, working alongside "Young Consultants"—young people with lived experience of the care system—to shape how services are designed and delivered.

What We Do

Children’s Advice and Support Service (CASS)

Acting as the central hub for reporting concerns about a child's safety or welfare, providing a single point of contact for professionals and the public.

Fostering & Adoption Services

Managing a large-scale Independent Fostering Agency (rated 'Good' by Ofsted) to recruit, train, and support foster carers and facilitate permanent adoption placements.

Early Help & Family Support

Providing preventative services to families at the first sign of difficulty, aiming to resolve issues before they escalate into the need for formal social care intervention.

Youth Justice Service

Working with young people (ages 10 to 18) to prevent offending and re-offending, while supporting victims and ensuring court orders are fulfilled.

Care Leaver Support

Delivering a comprehensive "local offer" for care leavers up to age 25, including assistance with housing, employment, education, and emotional well-being.

Safeguarding & Social Work

Conducting child protection investigations, managing children on the Child Protection Register, and providing long-term social work support for children in care.
