About Us

At Cheshire West and Chester Council, we operate as the unitary local authority responsible for commissioning, regulating, and delivering comprehensive social care, public health, and community support services. Established to serve our local population, our mission is built on safeguarding vulnerable residents, promoting health and wellbeing, and ensuring accessible, high-quality care infrastructure across our region.

Who We Are

Headquartered at The Portal, Wellington Road, Ellesmere Port, Cheshire (CH65 0BA) and governed by elected council members alongside executive directors, our organisation brings together social work teams, safeguarding specialists, public health commissioners, and community support officers. As a statutory local authority, we work in partnership with the Care Quality Commission (CQC), NHS integrated care boards, local care providers, and voluntary organisations to oversee adult social care and community wellbeing.

What We Do

We deliver an integrated suite of statutory social care, public health, and community commissioning solutions:

  • Adult Social Work & Needs Assessment: Conducting statutory care assessments, financial evaluations, and personalised support planning for adults requiring care.
  • Adult Social Care Commissioning: Procuring and overseeing residential care homes, nursing facilities, supported living providers, and domiciliary care services across the borough.
  • Safeguarding & Vulnerable Adult Protection: Operating dedicated safeguarding teams to protect vulnerable adults from abuse, neglect, and exploitation across community and residential settings.
  • Public Health & Wellbeing Services: Commissioning health initiatives, addiction support, mental health awareness programs, and preventative community care initiatives.
  • Carer Support & Direct Payments: Providing financial guidance, direct payments administration, and respite support networks for unpaid family caregivers.

Our Approach & Values

  • Statutory Excellence & Accountability: Upholding rigorous regulatory frameworks, legal duties, and transparent governance in every aspect of social care delivery and commissioning.
  • Collaborative Local Partnerships: Working hand-in-hand with NHS trusts, independent care providers, and community groups to build a resilient, integrated care network.
  • Empowering Independence: Fostering community-led support models that enable residents to live safely, independently, and with dignity within their local neighbourhoods.

Industry Role

We operate as a Local Authority Statutory Social Care and Commissioning Body. Our role is to act as the primary regional regulatory, funding, and oversight authority, ensuring the provision of essential health and social care infrastructure across Cheshire West and Chester.
