As part of our ongoing growth and development, we are seeking an experienced, values-driven Regional Operations Manager/Registered Manager to lead, oversee, and further develop our 7 services across Leeds, Middlesbrough, and Wakefield, totalling approximately 3000 commissioned hours. This is a senior leadership opportunity for someone passionate about quality, culture, governance, and person-centred practice
Working closely with the Assistant Director of Governance & Operations and the wider Senior Leadership Team (SLT), you will be responsible for ensuring consistent, high-quality service delivery across the region. You will play a key role in shaping culture, driving performance, managing risk, and ensuring our services meet the expectations of the people we support, regulators, and stakeholders.
This is a full-time position (37.5 hours), requiring flexibility, travel across the region, and participation in an on-call rota to ensure safe and effective service delivery.

The Role & Responsibilities
Regional Leadership & Performance
- Provide strong, visible leadership across the region, role modelling the organisation’s values and inclusive culture
- Take full accountability for regional performance against agreed KPIs
- Develop and implement regional plans, reporting progress and outcomes to the SLT
- Contribute to the organisation’s Strategic Plan and lead on delegated actions
Quality, Governance & Compliance
- Ensure services consistently meet regulatory, contractual, and organisational standards
- Oversee safeguarding, quality assurance, and duty of candour responsibilities
- Identify, analyse, and act on risks in a solution-focused way, escalating concerns appropriately
- Maintain oversight of systems, including QCS, RADAR, IPlanit, and Safe HR
Financial & Operational Oversight
- Hold accountability for the regional budget, working closely with the Central Support Team
- Monitor staffing, rostering, agency usage, and financial performance
- Delegate authority appropriately to Operational Leads and Service Managers
Leadership & Workforce Development
- Lead on regional workforce planning, including succession planning and manager development
- Coach, mentor, and develop managers to build high-performing, reflective teams
- Ensure all new starters complete induction, training, and are competent to practice
- Take overarching responsibility for people management and performance across the region
Culture & Person-Centred Practice
- Embed the organisation’s ethos and Statement of Purpose across all services
- Ensure people supported experience respectful, person-centred care free from institutional bias
- Challenge poor or restrictive practice immediately and implement robust action plans
- Promote community engagement, inclusion, and positive outcomes for people supported
Professional & Stakeholder Engagement
- Lead engagement with senior professionals, commissioners, and key stakeholders
- Manage complaints, reputational risks, and the organisation’s regional profile
- Act as an ambassador for openness, transparency, and continuous learning
About You
- Significant leadership experience within health & social care, managing multiple services
- Strong knowledge of regulation, governance, and quality frameworks
- Proven experience managing budgets, performance, and complex operational risk
- Confident leader with a coaching and mentoring approach
- Passionate about person-centred support and culture-led leadership
- Full UK driving licence (essential)
