About the Role
CoveCare Children’s Services is seeking an experienced, motivated and child-focused Registered Home Manager to lead the registration, opening and ongoing management of a new children’s residential home in Birmingham, West Midlands.
This is a key leadership opportunity for a strong Registered Manager who has experience within children’s residential care, particularly supporting young people with emotional and behavioural difficulties, autism, learning disabilities and complex needs.
The successful candidate will play a central role in establishing the home from the ground up. You will lead the Ofsted registration process, shape the culture of the home, recruit and develop a stable staff team, and ensure the service delivers safe, nurturing, therapeutic and outcome-focused care for children and young people.

Role Purpose
The Registered Home Manager will be responsible for establishing, registering and leading a new children’s residential home. The role requires proven leadership within children’s residential services, strong regulatory knowledge, and direct experience managing complex referrals.
You will ensure the home is compliant with the Children’s Homes Regulations 2015, Ofsted requirements and internal quality standards. You will also be responsible for creating a safe, caring and positive environment where young people receive high-quality support tailored to their individual needs.
Key Responsibilities
As Registered Home Manager, your responsibilities will include:
- Leading the registration and successful opening of a new children’s home
- Ensuring full compliance with Children’s Homes Regulations 2015 and Ofsted standards
- Recruiting, leading and developing a stable, high-performing staff team
- Creating and maintaining a positive, child-centred culture within the home
- Delivering high-quality care that supports positive outcomes for young people
- Managing staff performance through supervision, appraisals and development plans
- Supporting placement matching, referral assessments and care planning decisions
- Building strong working relationships with local authorities, families, social workers and other professionals
- Contributing to care planning, reviews, risk assessments and multi-agency meetings
- Safeguarding and promoting the welfare of all children and young people
- Ensuring young people are listened to and their views shape the running of the home
- Undertaking direct work with young people and acting as a positive role model
- Developing systems to capture, review and respond to young people’s feedback
- Maintaining high standards of recording, reporting, compliance and quality assurance
- Preparing the home for Ofsted inspections and responding effectively to recommendations or improvement actions
Essential Requirements
Applicants must have:
- Recent experience as a Registered Manager within a children’s residential EBD setting
- Significant experience assessing, matching and managing complex referrals
- Experience supporting young people with autism, emotional and behavioural difficulties, learning disabilities and associated complex needs
- Level 3 or Level 4 Diploma in Residential Childcare, or equivalent
- Level 5 Diploma in Leadership and Management, or willingness to complete
- Strong leadership, organisational and team management skills
- In-depth knowledge of safeguarding and child protection
- Good understanding of safer recruitment practice
- Strong knowledge of Ofsted inspection expectations and regulatory compliance
- Ability to build and sustain strong professional relationships with external agencies
- Full UK manual driving licence
- Minimum age of 21, in line with regulatory requirements

The ideal candidate will have strong Ofsted knowledge, experience with complex placement matching, and the ability to develop a team capable of delivering consistent, therapeutic and child-centred care.
